Unfit school dress
ITANAGAR, Dec 15: Unfit school dresses made of low quality materials are still being distributed to students in various schools of the district which have become useless for them, said AdiSU in its complaint letter to the Deputy Director of School Education cum DPO, SSA, East Siang. Moreover, many students have not yet received uniforms which were supposed to be provided at the beginning of the academic session as per RTE rules and guidelines, AdiSU alleged.
It demanded replacement of those unfit school dresses and early distribution of uniforms to those who have not yet received.
Further, AdiSU demanded the DDSE cum DPO, SSA not to make payment to the concern supplier(s) of these school garments until these unfit dresses are replaced with fitting/suitable ones.

AAPSU protest rally politically

ITANAGAR, Dec 15: All Nyishi Youth Association (ANYA) in a release claimed that the All Arunachal Pradesh Students’ Union (AAPSU)’s proposed protest rally during the Assembly session is politically motivated.
ANYA alleged that the rally is being organized with the intent to disrupt the Assembly session with dictation from a certain quarter.
Reasoning that the assembly session scheduled from tomorrow will not be conducive enough to pass a fresh Bill on Chakma and Hajong issue peacefully and successfully due to present political turmoil, ANYA called upon the apex students’ body of the state to reconsider their protest rally considering the current volatile political situation. Governor reviews law and order
ITANAGAR, Dec 15: Governor of Arunachal Pradesh JP Rajkhowa reviewed the law and order situation in the State, particularly State Capital with Home Minister Tanga Byaling, Chief Secretary Ramesh Negi, Principal Secretary (Home) Dharmendra Sharma and top state police officers at Raj Bhawan here today.
He advised the Home Minister and Chief Secretary to take all precautionary measures and necessary actions to contain any untoward incidents that may arise out of the present situation.
The State Government should take measures to strengthen law and order and ensure that there is no breach of peace and tranquilly in view of prevailing situation in the State, the Governor said.
The Governor also advised them that message should go to the people that any act of violence or breach of law and order will be dealt strongly.

BADP schemes at Jorging Outpost inspected

The officials inspected works for renovation of foot tracks, foot suspension bridges, rest shed projects for the security personnel on the way to Jorging Military Outpost Base camp.
The team started on foot from Panggo village on Nov 24 took eight days to reach Jorging. The ITBP personnel stationed at the Jorging camp hosted the DRDA team.
It was revealed that the foot tracks were well maintained during the presence of Central Public Work Department and Union Territory days, but no maintenance work has been carried since past many years now due to which the tracks are damaged at innumerable places and even is totally absent at many locations. The ITBP and defence personnel with their own arrangements have to tie nylon ropes to cross many critical and dangerous locations.
On being updated by the ITBP personnel on the situation of the track and communication hindrance, PD H Basar assured to impress upon the government and concerned officials to highlight the serious problems for regular maintenance of the tracks.

ASF seeks removal of SSA DPC
ITANAGAR, Dec 15: The Arunachal Students’ Federation (ASF) has sought removal of assistant teacher (AT) Langbia Rima from the post of district project coordinator (DPC) SSA in Kurung Kumey. In its representation to the education minister asking for a qualified officer as DPC, it claimed that the AT also holds the post of district gender coordinator.
The federation alleged that the appointment is illegal and not according to the recruitment rule.
If the post of DPC is put up in the hands of an ineligible incumbent, what will be the future of the students in the state? it asked.
Release salary: AAPLU
ITANAGAR, Dec 15:The All Arunachal Pradesh Labour Union (AAPLU) has demanded early release of salary for the staffs and labourers of Arunachal Pradesh Forest Corporation Ltd claiming that they have not been paid their salaries for the last two months.
In its memorandum submitted to the chief minister, it further claimed that the labourers under the corporation have also not received their bonus since 2006.

ABK disowns statements by AAYO and district unit
ITANAGAR, Dec 15: The Adi Baane Kebang has disavowed the media statements made by one All Adi Youth Organisation (AAYO) on Dec 15. In a release, ABK clarified that the statements of AAYO has no any consent from ABK.
Further, ABK stated that the media statements given by ABK Siang district unit on Dec 6 alleging MLA Rumgong Tamiyo Taga for deliberately abstaining from inaugural function of Siang district has also no consent from ABK apex body.
ABK also added that no district, block, village unit of ABK and student organisations of Adi should not issue any provocative statement without the consent of ABK apex body.
AAPGDA reiterates demand for pay enhancement
ITANAGAR, Dec 15: All Arunachal Pradesh Govt Drivers’ Association (AAPGDA) has reiterated its demand for enhancement of grade pay of the drivers within December. It threatened to launch its proposed series of agitation if the Govt fails to fulfill its demand within the given time.
In a letter to the Chief Secretary, the Association said that it had called off its proposed movement in October last following the assurance of the Govt to consider the demands sympathetically. Surprisingly, even after two months of withdrawal of proposed agitation, the Govt failed to take up the demands of drivers in its cabinet sittings till date, the Association resented.

ITANAGAR, Dec 15: No one knows for sure whether the sixth session of the Sixth Arunachal Pradesh Legislative Assembly scheduled from 16 to 18 December, 2015 will be held or not.

He said that no summons has been issued to the members for attendance and that order and notices by the Deputy Speaker is treated as “null and void”.
Deputy Speaker T N Thongdok said that Nabam Rebia, MLA announcing to the Press that there will be no sixth session on 16th December, 2015 onwards, is unconstitutional and illegal as the session will be held in accordance with the order of the Governor.

SMS and data services of mobile network of BSNL and Private Operators in Capital complex will be suspended from 12AM hours to 12 Noon on Dec 16.
A source said that services were being suspended at the advice of the government, in anticipation of law and order problem.
CM led Congress decides not to attend Legislative session
ITANAGAR, Dec 15: The political crisis in the state has deepened further with disqualification of 14 dissident Congress MLAs. The MLAs are Pema Khandu, Kumar Waii, Kameng Dolo, Markio Tado, Jarkar Gamlin, PD Sona, Mutchu Mithi, Kamlung Mossang, Phosum Khimhun, Wanglin Lowangdong, T. Wangham, Lombo Tayeng, Kalikho Pul, T. N Thongdok.
The notification issued by the Secretary M. Lasa, Arunachal Pradesh Legislative Assembly states that 14 MLAs have been disqualified from the membership of Arunachal Pradesh Legislative Assembly with effect from 15.12.2015 under Article 191(2) read with Para 2 (1) (a) and 6 (1) and (2) and Rule 3 (7) and Rule 6 of the members of Arunachal Pradesh Legislative Assembly (disqualification on ground of Defection) Rule, 1987 made under Paragraph 8 of the Tenth Schedule of Constitution of India.
It further said that Gabriel D Wangsu and Wanglam Sawin are not entitled to take part in the proceedings of the house till High Court hearing scheduled for Dec 16.
The notification declared that with the disqualification of members, the seats of the Assembly Constituencies have been declared vacant.
Meanwhile, Chief Minister Nabam Tuki informed that none of his MLAs and ministers will attend tomorrow’s legislative session. He declared that session summoned by Governor is illegal as proper procedure has not been followed. “Through newspaper only we got to know about the proposed session. No MLAs has been given prior information. Usually all the business of assembly should be routed through department of parliamentary affairs which has not been done in this case. The decision to take up impeachment of Speaker first instead of that of Deputy Speaker is questionable. In the history of Arunachal, no Governor has ever behaved this way. He is disregarding the laid down constitutional norms,” said Tuki.
He questioned how Legislative Session can be called when state government is not aware about business of the house. Tuki also added that Rajkhowa has miserably failed the people of state. “When he was appointed as Governor of Arunachal, we were elated to know that an elder brother from neighbouring state has come to guide us. Instead, he is hell bent on destroying the social fabric of state. He is creating an atmosphere of hatred among people of state. Though sensitive, our state is very peaceful. Some of the actions of Governor have deeply hurt sentiment of people of Arunachal. No other governor has ever created this kind of situation in the history of Arunachal Pradesh. Most of the earlier Governor has been fatherly figure and has guided state,” said Tuki.
CM also informed that complaint has been lodged with the president, Prime Minister and Home Minister of India against Governor. “Our party has raised matter of unconstitutional action of Governor in Rajya Sabha today. We have given a month’s time to the union government to recall present Governor before he does more damage to Arunachal. Even though he is using every means to undermine an elected government, we will not budge and will fight tooth and nail against his wrongdoing,” said Tuki.

ITANAGAR, Dec 15: As if the political drama was not enough, the Raj Bhavan and Chief Minister have accused each other of retorting to bad behavior.
Raj Bhavan in a statement has expressed its displeasure at the behavior of the Chief Minister’s council of ministers who called on him on Tuesday evening to request recall order of summoning the Assembly on 16th December 2015, terming it unconstitutional.
Some of the Ministers got very agitated and used unparliamentarily words not willing to listen to the Governor, alleged the Raj Bhavan.
“The Governor said that they had legal options to challenge the Order” read a statement from the Raj Bhavan adding that Governor expressed extreme disappointment at the behaviour of the Cabinet Ministers, particularly when Chief Minister himself sought the appointment for official deliberations.
On the other hand, Chief Minister Nabam Tuki today expressed serious concern over the attitude and behavior of Governor JP Rajkhowa. While talking to media persons this evening, usually very calmed Tuki looked extremely distressed with the outcome of the meeting with Governor.
CM informed that nine members of cabinet had gone to meet Governor this evening to appeal him to reconsider the decision to prepone the assembly. CM alleged that during the course of discussion, Governor shouted at the members of cabinet and arrogantly told them that his decision is final and he will not recall the order.
“On behalf of the cabinet, I requested him to reconsider the order and guide us to take state to the path of development. I appealed him to follow earlier order of summoning legislative session from 16th January onwards. However he was adamant and refused to accept our plea,” informed Tuki. Further he alleged that ever since assuming office, Rajkhowa has been indulging in undermining the elected government.
“He keeps on summoning officers to Rajbhawan on daily basis. In the pretext of some issue, he harasses officers as well as elected representatives. Government officers are only busy in replying to his letters and are not able to concentrate in governance. He is creating obstacle in the development of state. Now he is interfering even in the functioning of legislature. This is unfortunate,” said Tuki.

He further said that many contractors belonging to the Nyishi community are executing major projects in his district with full cooperation from his side and without any trouble whatsoever. While reacting to the two audio recording of former minister Kalikho Pul which is going around in social media and instant messenger service, in which Pul is allegedly heard making derogatory remarks about Nyishi tribe and also seeking money from a businessman to bring in BJP government in the state, Chief Minister Nabam Tuki said that a person who aspires to lead the state should not have such kind of mentality,”.

Worrying trend
National capital today witnessed high political drama over alleged raid of CBI in the office of Delhi Chief Minister Arvind Kejriwal. While CBI claimed that raid has been done in the office of chief minister's principal secretary Rajender Kumar who is facing alleged corruption charges, Kejriwal alleged that he was the main target. A visibly annoyed Kejriwal hit back and called PM Modi coward and alleged him of using CBI to harass his government. The issue also caused uproar in the floor of parliament. On their part BJP asked Kejriwal to apologize for calling PM ‘coward’. Kejriwal has been repeatedly accusing centre of either using law enforcement agency or office of lieutenant Governor to disturb his government.
Congress party has also alleged that centre is using CBI to harass its leaders. Similarly government of Assam, West Bengal, Uttar Pradesh and Tripura which are all opposition ruled states constantly claims that BJP government appointed Governors are acting like RSS and BJP agent. In our state too Nabam Tuki led state government is on the course of collision with Governor. It will be utterly wrong to dismiss the several complaints raised against BJP appointed Governors as political. Earlier on few occasions this kind of issue used to arises against governors but this time it is coming from several opposition ruled states. There is definitely something wrong. Government of India should look into the matter and try to resolve the issue. An elected state government has their own power vested under constitution of India. Too much of constant clashes between Governor and state government will hamper the progress of state. In the long run people will be sufferer. Political differences should be kept aside and everyone should work together for the betterment of public.

Canada has elected a new government to the office and it is time for exploring and expanding new economic opportunities for the stagnant national economy. The south Asian countries mainly Bangladesh, India, Nepal, Bhutan and Sri Lanka have been opening up to foreign investments, overseas trade and commerce and in establishing stronger bilateral relations with the west. The south Asian region has a substantial large population and represents a very large market that can have great economic opening for Canadian agriculture and natural resource products, infrastructure, nuclear, energy, defense and naval industries, telecommunications, tourism, education and research. The markets of south Asia is mostly under explored by Canadian investors; and can provide significant boost to the Canadian economy. The current Prime Minister Justin Trudeau must visit Bangladesh, India, Sri Lanka, Nepal and Bhutan for initi ating new bilateral relationships and strengthening the economic ties. The south Asian dispaora in Canada should take proactive steps in pushing the Canadian government to look for economic opportunities in South Asia.

The maddening race and cut throat competition to occupy public office & power gets tougher as time pass by.
But what after a political leader gets into the seat of power? The ubiquitous high rise private buildings, luxury vehicles, private businesses, accumulation of huge personal immovable properties, pricey private family tours, etc suddenly spring all of sudden as if some magic happened! The relatives! They also don’t shy off to show their share of magical grandeur achieved in some mysterious and murky manner!
Then the, persistent opportunistic vigilance and cut throat competition within the power family to trample upon one another to cling to power or topple one another to reach the top. And on the way, there is no respite and no single opportunity missed to create divisions, discrimination, confrontations, and social disharmony to cling onto power. This way of dangerously hostile power struggle definitely defeats the purpose of organising human groups into a unified state.
The mammoth resources and unchecked discretionary authority to handle it which remains ever tightly guarded as a great mystery inspite of being a common public resource, and which endlessly attracts and motivates big fight & social turmoil needs infusion of transparency.
The majority common populace and their unrelenting patriotism of owning the state, and they get their only share of renewed promises for development and better future.
Big names & tall leaders all came but the story remains the same, and many lay humbled kissing the soil in this persistent fight of politics for power.
Organisation of human groups into one Polity, One Unified Group, One State, One Nation, etc surely deserve to mean and serve more nobler purpose & goals of collective empowerment and harmonious progress.
The State, the repository of power need to be a system which provides and ensures equal distribution of resources and opportunities, equal rights and protection of law, universal empowerment for collective excelling in life.
The state is a great human organisation which has potential to create win-
The ugly and life taking fight to monopolise public resources in a single term of 5 years can be avoided and reformed towards equal, empowering and sustainable distribution of resources lifelong. For instance, rather than creating and facing big social turmoil to build palatial bungalows for few, society can achieve more harmony by providing economic housing apartments for thousands.
The public affairs of state can be made completely transparent and system of merit fully infused because the human spiritual and psychological core is akin to absolute truth and honesty. And when public as well personal affairs and conduct are made to be synergistic, public trust in the affairs of state will increase magically, mistrust and hatred will convert into unity and love, people will get a renewed motivation to work and excel to higher and higher levels of achievement and consequently, the state and it’s people can achieve unimaginable heights.
So, the foremost need of time is to change and reform the system, the Polity, The Constitution in this new age.
A defective Political System that we have is like a defective car where changing the driver will hardly address the problem to bring the desired results. The solution lies in repairing the defective system.
The solution to the persistent political problem in the country, states lies in necessary reformation of the Political System, development of the Constitution and Law, Development of the Polity.

the Department of Hydro Power Development on technical qualification acquired through
Distance Education under the official notification of 10th Dec 2015 via MEMO NO PWRS/E-
Such decision taken by department is wrong and unfortunate and will deprive the student especially those have part 2 Certificate and applying through lateral entry.
AICTE clearly mention that Part II of Technician Engineer membership examination
is recognised by the MHRD, Govt. Of India vide Gazette Notification NO. F24-
Further, I would like to request every Technical Department not to reject our certificate.
